Reserve Bank Independence : A Post Keynesian Perspective

The article examines issues concerning central bank independence, taking into account the monetary perspective of writers in the Post Keynesian school. The focus is on the South African monetary system. It is argued that much of the vociferous advocacy of strong central bank independence is predicated on a monetarist view of the workings of a modern economy. A Post Keynesian view of the monetary system leads to conclusions in which a central bank is accorded a broader role in economic progress and in which monetary policy is inextricably linked to wider economic policies being pursued by government. This implies a less categorical approach to Reserve Bank independence in so far as overall objectives are concerned, even though the specialist nature of central banking merits operational independence.
