The ANC is discussing the formation of an institute that will monitor the implementation of ANC policy in government. If you think for a moment that this could be sinister, you are probably right. Not for the first time, South Africa could undergo a debilitating blurring of the distinctions between the state, the government and the party in power. One of the practical problems that any such institute would encounter could be keeping a clear focus on what precisely ANC policy actually is - it is easy to confuse the hybrid policies of the ANC Alliance (the ANC itself, COSATU and the SA Communist Party) with that of the ANC itself.
