Problems with delivery of houses                   9 Mar-01

  • Government has built 1mln houses since 1994, but theneed continues to outstrip the supply capability.
  • Urbanisation increases the demand. Poverty in rural areas is much more severe and urban areas lure these people increasing the extent of informal settlements and the pressure on urban infrastructure.
  • Given the fact that more than 50% of SA households are poor, that is cannot sustain themselves in terms of food and clothing, a significant portion of households can not afford any sort of formal housing. Government therefore has to think of providing basic infrastructure and rentalhousing.
  • Given government's policy of financial prudence during the pastfive years and its limited administrative ability to deliver, the amount spent on housing has been comparatively modest. Now that non-interest spending can rise substantially there is scope for s marked increase inspending.
